U.S. Customs Officially Upgraded! CPSC Electronic Compliance Filing Takes Effect Starting July 8

Nearly all Amazon US sellers have recently come across this important notice. The U.S. Consumer Product Safety Commission (CPSC) has officially confirmed that starting July 8, 2026, all CPSC-regulated goods imported into the United States will fully adopt electronic compliance filing (eFiling).
To put it simply, the old rule only required sellers to keep valid compliance certifications on hand. Under the new regulation, sellers must not only possess complete certification documents but also submit all relevant data to U.S. Customs systems for digital electronic verification. This marks a fundamental shift in U.S. import compliance oversight, moving from an era of paper record-keeping to full electronic supervision.


What exactly changes under this new policy?

Many sellers mistakenly believe this rule adds new mandatory certification requirements, which is not the case. The CPSC has not introduced any new product certification mandates. The core adjustment lies in the filing process: mandatory compliance documents including Children’s Product Certificates (CPC) and General Conformity Certificates (GCC) must now be electronically submitted to U.S. Customs upon import.
Data required for customs filing covers product specifications, information of the certification responsible party, applicable regulatory standards, production records, test results, accredited testing laboratory credentials, and other supporting compliance records.


Product categories most heavily impacted

Children’s products, home textiles & apparel, daily household goods, sports and outdoor gear, electronics and hardware items.
In fact, the CPSC regulates far more product lines than those listed above, covering over 15,000 types of consumer products. Once electronic filing goes live, U.S. Customs will have direct real-time access to every shipment’s compliance records, drastically strengthening inspection capabilities.


Critical reminders for Amazon US sellers

Compliance audits on the Amazon US marketplace have grown increasingly stringent over the past few years. Most sellers’ headaches do not stem from slow sales, but sudden platform demands for CPCs, GCCs, lab test reports and laboratory accreditation documents — failure to provide these files promptly results in immediate listing removal.


With Customs rolling out synchronized electronic compliance verification, compliance reviews will no longer happen solely at the marketplace level; oversight will be pushed forward to the import clearance stage. There will be far less leeway to supplement missing documentation after shipments arrive.


July 8, 2026 is not the launch date for new certifications — it is the official kickoff of nationwide electronic certification supervision in the U.S. Previously, incomplete compliance paperwork would only trigger penalties from Amazon. Moving forward, shipments may face detention directly by Customs at the port of entry.


For sellers with long-term operations in the U.S. market, pre-emptively securing CPC, GCC and other foundational compliance credentials incurs far lower costs than rushing remediation after goods are seized. If you are unsure whether your products fall under CPSC jurisdiction or which testing and certification standards apply, conduct a full product compliance audit in advance to avoid costly clearance delays and disruptions during peak selling seasons.
