SHEIN Enforces New Rules for Japanese Agents: Non-Compliant Accounts Will Be Removed and Banned!

The four revised product safety laws enacted by Japan's Ministry of Economy, Trade and Industry (METI) officially took effect on December 25, 2025. Major cross-border e-commerce platforms are progressively tightening their regulatory controls.

Recently, SHEIN has formally announced new regulations mandating that cross-border sellers on its Japan platform designate a Japanese domestic representative (JDR) and complete registration declarations by January 31, 2026. Non-compliant products will be immediately delisted and prohibited from sale!!


 Requirements for Japanese Domestic Representatives (JDR):

The core of these new regulations is that all overseas merchants selling regulated products to Japan must designate a valid Japanese Domestic Representative (JDR) and complete business registration.

Before establishing a JDR, merchants must possess corresponding product certification and testing reports. This means: No certification → No authorized agent → No registration → Products cannot be sold in Japan.

Specific JDR Requirements:

1. Residence located in Japan;

2. Authorized by the merchant to receive administrative directives from Japanese regulatory authorities;

3. Compliance with relevant laws and regulations governing specific products;

4. Ability to communicate in Japanese;

5. Legitimate and qualified business operations within Japan;

6. Documentation such as a commission agreement signed between the merchant and the Japanese representative.

Note: Local Japanese sellers are not required to designate a Japanese representative but must still fulfill other compliance requirements such as qualification testing and label filing.


 How should sellers achieve compliance?

1. Conduct a comprehensive assessment of product compliance status.

Verify whether your products fall under regulated categories by referencing the Ministry of Economy, Trade and Industry (METI) official list (or consult Zhuoxi).

2. Obtain relevant testing and certifications.

Ensure all regulated products have necessary certifications and prepare all required documentation per regulatory standards. Note the distinction between the circular/ring mark and diamond mark.

3. Appoint a Japanese agent.

Select a legally qualified Japanese agent (e.g., Zhuoxi), clearly define mutual responsibilities, and ensure the agent fulfills their duties.

4. Complete METI filing.

Submission channels include “e-Gov electronic application,” “email submission,” and “Security Network electronic application.” We strongly recommend sellers use their Japanese agent to apply via the Security Network.

5. Update product labels and upload to the platform.

Ensure products bear the appropriate PS markings (PSC/PSE/PSTG/PSLPG) and display the importer's name. Upload actual photos of the markings, filing documents, test reports, and certificates to the platform.

6. Fulfill ongoing obligations.

Conduct self-inspections as required and retain product compliance technical documentation. In case of product safety incidents, assist the Japanese agent in handling recalls, compensation, and related matters.
